IN an interview to commemorate his first year in office last month, Datuk Ahmad Said said his greatest challenge as Terengganu menteri besar occurred before he was appointed as one.

His description of the three-week political impasse when his appointment triggered protests from Umno colleagues sounded like nightmares one would never wish even on an enemy.

The 52-year-old Kijal assemblyman has enough years behind him to know that foes, more so political ones, never go away.

They either lie low or keep snapping at your heels until the next big opportunity to bite.

Last Friday’s Umno su-preme council meeting, chaired by president Datuk Seri Najib Razak, had many people in the state waiting expectantly.

Ahmad had just been put through another round of hell by his detractors the week before, who made it clear they wanted him replaced.

In just a week, he had to deal with a situation involving SMS death threats, police reports and a boycott of the state assembly sitting by an opposing group of Umno assemblymen.

Some of them said they had lost their patience and accused him of dictatorship and cronyism.

By Monday, word had gone around that Ahmad’s position as state liaison chief was unsafe.

And much to the delight of his detractors, this proved to be true after Najib announced that party vice-president Da-tuk Seri Hishammuddin Hussein was replacing him.

The rumour mill worked overtime on Friday night.

By Saturday morning it was on overdrive, asking the same question: is this the beginning of the end for Ahmad?

By convention, menteris besar at the helm of Barisan Nasional-controlled states also chair the state Umno liaison committee.

There have been exceptions over the years, but mostly procedural such as former menteris besar who went on to hold cabinet posts before relinquishing the committee posts to their successors.

If there was any disappointment on Ahmad’s part over the decision, it was well-masked.

Shortly after Najib’s announcement, Ahmad said he welcomed Hishammuddin’s appointment, pledged his cooperation and called on all Umno members in Terengganu to accept the party’s decision.

Ahmad, as if knowing what his fate would be, had said throughout the week that he was prepared for any decision made by the party leadership.

Sources in Ahmad’s camp said they had no reason to hit the panic button.

They believed that their boss had been a victim of a political conspiracy all along.

They said: “This group (detractors) just refused to accept that he was chosen to become the menteri besar. From then on, they never stopped looking for the slightest fault.

“He never had a level playing field to begin with. There is dirty play going on.”

Ahmad’s supporters claimed that allegations of cronyism were unfounded, as the menteri besar was entitled to make changes, either in the administration or in policies, to suit his vision and agendas.

A senior state official said: “This is normal in politics. When there’s a new leadership, there’s bound to be new faces brought in for fresh ideas and implementation.”

The official said Ahmad possessed the integrity and standing to survive the crisis.

More importantly, he claimed Ahmad had the support of the party leadership and the people, whom he believed were aware of what was going on behind the scenes.

Political observers here, however, believe there will be an end to this saga once the leadership makes a decision

Until then, Ahmad will just have to bear with the heel snapping.

KUALA TERENGGANU 13 April – Kerajaan Terengganu digesa berjimat cermat ketika harga minyak yang jatuh ke paras sekitar AS$45 ( RM157.5) setong sekarang mungkin mengurangkan pendapatan kerajaan melalui royalti minyak.

Yang Dipertua Majlis Penasihat Pemangku Raja Terengganu (MPPR), Tengku Sri Panglima Raja, Tengku Baderulzaman Sultan Mahmud berkata, sehubungan itu, kerajaan negeri perlu merancang perbelanjaan dengan sebaik-baiknya.

Katanya, penjimatan dalam penggunaan utiliti, penganjuran majlis rasmi dan pelaksanaan aktiviti yang kurang efektif boleh digunakan bagi tujuan yang membantu kestabilan pembangunan negeri.

“Kita yakin jika kerajaan dan rakyat sekarang faham keadaan ini dan bekerjasama mengawal perbelanjaan, kita akan menangani kesan kemelesetan ekonomi yang sedang dihadapi sekarang,” katanya.

Beliau berucap merasmikan Istiadat Pembukaan Penggal Persidangan Yang Kedua Dewan Undangan Negeri di Wisma Darul Iman di sini hari ini.

Tengku Sri Panglima Raja juga menyarankan Majlis Agama Islam dan Adat Melayu Terengganu (Maidam) merancang teliti usaha memudah proses penyaluran wang subhah, iaitu wang yang dihasilkan daripada aktiviti yang tidak diketahui status halal atau haram.

Dalam hal ini, katanya, Maidam harus bekerjasama dengan Islamic Banking and Finance Institute Malaysian Sdn. Bhd. yang ditubuhkan Bank Negara Malaysia bagi menasihati pengurusan unit amanah dalam aktiviti pelaburan mereka termasuk pelaburan membabitkan wang subhah.

“Maklumat terperinci perlu dibekalkan bagi memudahkan cara penyaluran wang tersebut.

“Maidam perlu mengadakan kaunter mesra rakyat, mewujudkan talian hotline atau memberi insentif kepada syarikat yang menghulurkan wang subhah kepadanya,” katanya.

Beliau menambah, wang subhah boleh digunakan bagi apa juga tujuan termasuk dalam aktiviti dan program pembangunan negeri.

Katanya, Bahagian Baitulmal Majlis Agama Islam Negeri-Negeri negeri termasuk Maidam sendiri telah diputuskan sebagai badan penerima wang subhah daripada Pengurus Dana Unit Amanah Syariah.

Ia diputuskan dalam Mesyuarat Jawatankuasa Penyelarasan Baitulmal Kebangsaan yang bersidang awal tahun ini.

Tengku Sri Panglima Raja juga menggesa kerajaan negeri bersikap terbuka khususnya dalam menerima kritikan yang membina.

Katanya, fleksibiliti dalam memberi perkhidmatan amat penting kerana keperluan rakyat berubah dari semasa ke semasa.

“Tema merakyatkan pentadbiran dan pembangunan perlu dihayati dan jika strategi pengurusan adalah berpaksikan kepada rakyat, maka sepatutnya kita memfokuskan rakyat sebagai tumpuannya,” katanya.

Semua pihak disaran laksana agenda manfaat rakyat

KUALA TERENGGANU (Berita Harian): Tanggungjawab membangunkan negeri hendaklah dipikul secara berganding bahu oleh semua pihak, termasuk pemimpin masyarakat, politik, badan sukarela dan orang perseorangan bagi memastikan agenda pembangunan negeri dapat memanfaatkan rakyat.

Yang Dipertua Majlis Penasihat Pemangku Raja (MPPR), Tengku Seri Panglima Raja Tengku Baderuzaman Sultan Mahmud, berkata semua pihak disaran memastikan proses pembangunan negeri tidak dicacatkan dengan sebarang perselisihan pendapat yang boleh menjejaskan rakyat.

Beliau berkata, jika terdapat perselisihan pendapat dan isu, ia hendaklah diselesaikan dengan segera melalui kaedah yang tidak memecahbelahkan rakyat seperti menerusi perbincangan dan rundingan supaya keharmonian dan keamanan dapat dikekalkan.

“Suasana kehidupan aman damai perlu dikekalkan. Kita sentiasa berdoa supaya pergaduhan dan kekacauan yang boleh merencatkan proses pembangunan negeri tidak akan berlaku di negeri ini yang mana akhirnya rakyat akan menerima akibatnya.

“Kita gembira apabila Menteri Besar dan kerajaan negeri memperkenalkan hala tuju pembangunan bertema ‘Merakyatkan Pentadbiran dan Pembangunan’ yang mana setiap aktiviti dilaksanakan oleh kerajaan mesti berpaksikan kepada rakyat.

“Konsep pembangunan ini diharap dapat diterapkan kepada semua pihak sama ada kakitangan kerajaan, ahli politik dan pihak berkepentingan serta rakyat demi memastikan agenda pembangunan negeri terus terlaksana,” katanya pada Istiadat Pembukaan Penggal Persidangan Kedua Dewan Undangan Negeri (DUN) Ke-12 di sini, semalam.

Beliau berkata, dalam meneruskan pelan pembangunan negeri, keseimbangan antara pembangunan fizikal dan spiritual perlu seimbang dan penekanan terhadap aspek penerapan nilai murni dan akhlak mulia di kalangan masyarakat perlu dilakukan.

Katanya, usaha ke arah membangunkan negeri tidak akan berjaya tanpa komitmen, penerimaan dan kesediaan bekerjasama daripada semua pihak termasuk rakyat.
